Indicators for the government budget

INDICATORS FOR THE GOVERNMENT BUDGET

OST produces indicators for the Annual Performance Report of the government budget.

Indicators produced are of three types:

  • indicators of scientific production (as measured by publication);
  • indicators of technological production (as measured by patent filings);
  • indicators of integration into the European research area (as measured by participation in the EU's Research Framework Programmes - FP).

Operators concerned by these indicators are:

  • P150 : lnstitutions of higher education under the control of the Ministry of Public and Higher Education and Research (MENESR)
  • P187 : BRGM, Cemagref, Cirad, Ifremer, Inra, IRD
  • P189 : Ineris, IRSN
  • P190 : CSTB, LCPC, Inrets
  • P193 : Cnes
  • P194 : CEA (civil), CNRS, Ined, Inserm, Institut Curie, Pasteur Institutes in Lille and Paris

The "IPERU" Project: INDICATORS ON FRENCH RESEARCH INSTITUTIONS

At the request of the General Office of Higher Education (DGES) of the Ministry for Higher Education and Research, OST produces indicators describing the scientific and technological output of each of the French establishments of higher education.

The package delivered to each institution includes indicators concerning scientific production, patents and participation in the European Commission's Framework Programmes for Research (FPRD).

This set of indicators allows each institution to develop a quantitative appreciation of its position in the field of scientific and technological production in France, in Europe, and in the world.

THE BIBLIOMETRIC PERFORMANCE REPORT

Each year OST produces a report card of bibliometric performance for research institutions that subscribe to this service. The report card allows institutions to measure various aspects of their scientific production, to compare their performance with other French or European institutions, and to follow changes over time.

The indicators thus provided are utilized for planning decisions and yearly follow-up of an organization's activity. They are also important for multiple-year contracts as well as for analysing research strategy.

 

THE "CURIE+ RESEARCH" LEAFLETS

OST has been commissioned by the Ministry of Foreign Affairs to generate leaflets on several research countries in comparison with France. These leaflets are produced in conjunction with the scientific attachés of French embassies abroad.

The countries studied through the “Curie+Research” leaflets are:

  • Algeria, Argentina, South Africa, Austria, Brazil, Chile, South Korea, Egypt, Estonia, Spain, United States, Germany, Hungary, India, Iran, Israel, Italy, Japan, Latvia, Lebanon, Lithuania, Mexico, Morocco, Norway, Poland, Portugal, Romania, Singapore, Slovenia, United Kingdom, Taiwan, Tunisia, Turkey, Vietnam


The leaflets are made available, on a limited access basis, on the Ministry's website.
